Tonight’s Citrus Agenda Schedules Homosassa PUDs. The CR-486 Map Is Not on It.

The Citrus County Board agenda posted October 19 for the October 26, 2026 meeting schedules a Crystal Ridge CDD hearing at 1:10 p.m. and two Homosassa PUD hearings at 5:05 and 5:10 p.m. It does not list the CR-486 Interchange Management Area. Post Oak Ranch and Hills of Lecanto remain under review on the August 18 applications list.

The clerk’s October 26, 2026 Board of County Commissioners agenda, posted October 19 at 5:34 p.m., schedules three land-use clocks — and the CR-486 Interchange Management Area is not one of them. Item H.1 is a 1:10 p.m. public hearing on a petition to contract the Crystal Ridge Community Development District. Items T.1 and T.2 are evening public hearings: 5:05 p.m. for PUD-2025-00009 at 9318 S. Suncoast Blvd., Homosassa, and 5:10 p.m. for PUD-2026-00010 at 1773 and 1785 S. Suncoast Blvd., Homosassa. The words CR-486, Interchange Management Area, CPA-2025-00008, and CPA-2026-00002 do not appear on that posted agenda.

That is the useful sentence for a buyer, a seller, or an owner who has been watching the interchange map. The county’s development-applications page, last updated August 18, 2026, still prints an adoption hearing for the CR-486 Interchange Management Area on October 26, 2026, at 5:01 p.m. A September 29 public notice for CPA-2026-00002 repeats that 5:01 p.m. adoption hearing at the courthouse in Inverness. The CivicClerk agenda that governs tonight’s board file is a later paper. Read the later paper first.

The preview briefing on this site is The CR-486 Interchange Map Comes Up October 26. Dirt that is already in motion sits on Black Diamond Town Center and Crystal Ridge. The Homosassa infrastructure file that is not tonight’s PUD is Southern Woods Phase V. Financing context for the same week sits on Freddie Mac’s October 22 survey. Statewide purchase and sale work stays on residential, and the market map stays on Florida markets.

Citrus County Board Agenda October 26 2026: Crystal Ridge CDD and Homosassa PUDs scheduled; CR-486 Interchange Map not on posted agenda.
October 26 board agenda: Crystal Ridge CDD at 1:10 p.m., Homosassa auto-service and dealership-expansion PUDs at 5:05 and 5:10 p.m. The CR-486 Interchange Map is not on the posted clerk file.

What the posted agenda actually schedules

The meeting is a Board of County Commissioners regular meeting on Monday, October 26, 2026, beginning at 1:00 p.m. at the Citrus County Courthouse, 110 N. Apopka Avenue, Room 100, Inverness, FL 34450. The public notice for the regular session states that purpose. The agenda packet and the accessible agenda text are the place the timed land-use items are numbered.

H.1 — 1:10 p.m., Crystal Ridge CDD. Growth Management Director Eric Landon is the name on the line. The board is asked to conduct a public hearing on an ordinance amending the boundaries of the Crystal Ridge Community Development District, and, if approved, to direct the chair and clerk to execute that ordinance. The draft ordinance in the packet amends Ordinance 2023-01, as previously amended by Ordinance 2024-A11, to contract the district’s external boundaries. The recitals say the district petitioned to remove certain property, that the petitioner indicated consent from 100 percent of the landowners in the area to be removed, and that Exhibit A to the establishing ordinance is replaced with a new metes-and-bounds description after contraction. A CDD boundary contraction is a special-district map. It is not a final plat for Crystal Ridge’s residential lots, and it is not the CR-486 comprehensive-plan hearing.

T.1 — 5:05 p.m., PUD-2025-00009. The agenda memorandum from Landon describes a request to establish a planned-unit-development master plan for an automobile service use in the Coastal High Hazard Area, under Land Development Code sections 2412 (General Commercial), 3220 (Automobile Service Stations), and 4300 (Planned Unit Developments). The property is about 2.3 acres at 9318 S. Suncoast Blvd., Homosassa — Lot 1 of US Hwy 19 Conrad Plat Subdivision, Alternate Key 3528496. The Planning and Development Commission heard the application on September 3, 2026, and recommended approval with conditions. The board’s recommended action, if it approves, is to direct the chair and clerk to execute the ordinance. The August 18 applications list had already flagged this file as Thomas Engineering for Take 5 Oil Change at the same Suncoast address, with a tentative October 26 evening slot. Tonight’s agenda is the board hearing that list pointed toward.

T.2 — 5:10 p.m., PUD-2026-00010. The agenda memorandum describes a request to modify an existing Planned Unit Development for the expansion of a car dealership inside the Coastal High Hazard Area, under sections 2412 and 4300. The property is about 9.2 acres at 1773 S. Suncoast Blvd. and 1785 S. Suncoast Blvd., Homosassa — Alternate Keys 1116031 and 2530481. Kimley Horn and Associates, Inc., is the applicant name on the agenda line for DRJ Land Company, LLC. Packet attachments include a survey labeled Jenkins Nissan. The Planning and Development Commission heard the application on September 17, 2026, and recommended approval with conditions. The board’s recommended action, if it approves, is to execute the ordinance for PUD-2026-00010. The August 18 applications list had already placed Jenkins Nissan of Homosassa at 1785 S Suncoast Blvd on a tentative October 26, 5:10 p.m. board slot.

A hearing can adopt, deny, continue, or change conditions. This briefing does not invent a vote the board has not taken. The useful read before the gavel is the file number, the address, the acreage, the Coastal High Hazard Area label, and the fact that both evening items are Homosassa US-19 PUDs — not the Lecanto interchange map.

Representational midday photograph of a Florida commercial boulevard with low auto-service buildings and palm trees — not a listed Homosassa address
US-19 commercial form in coastal Florida light. Representational of the Homosassa PUD corridor on tonight’s agenda, not 9318 or 1785 as a priced listing.

What the CR-486 clocks still say — and what tonight’s agenda does not

Carry both older labels into the same paragraph as the posted agenda. On the August 18 applications list, Wade Trim, as consultant for the county, prepared CPA-2025-00008 for a CR-486 Interchange Management Area. That page prints Planning and Development Commission approval on May 7, 2026, board transmittal on June 22, 2026, at 5:01 p.m., and adoption on October 26, 2026, at 5:01 p.m. The June 22 agenda, ordinance draft, and minutes call the transmitted item CPA-2026-00002. The board voted to transmit, four to one, with Commissioner Janet Barek voting no. A transmitted draft is a state-review file. It is not an adopted comprehensive-plan amendment.

The September 29 notice for CPA-2026-00002 still tells the public the Board will conduct a public adoption hearing on October 26, 2026, at 5:01 p.m., in Room 100 at 110 N. Apopka Avenue, Inverness, to consider an ordinance adding Objective 17.39 and related policies and map boundaries for the CR-486 / Suncoast Parkway Interchange Management Area. Materials remain available for inspection at the Department of Growth Management, 3600 W. Sovereign Path, Lecanto. That notice is an official publication. The CivicClerk agenda posted October 19 is also an official publication. Tonight’s numbered public-hearing section lists T.1 and T.2 only. It does not reprint CPA-2026-00002.

Do not mash those papers into a yes-vote guess. If the board later adds the IMA by amendment, continuance, or a later agenda, that will be a new clerk file. As of the October 19 agenda text verified for this briefing, the CR-486 map is not a timed item on October 26. The preview briefing remains the place for the transmitted draft’s density band, EDTA and Mixed-Use split, and the about 1,560-acre boundary from the June packet. Those figures stay on the transmitted draft. They are not adopted text on the morning of October 26.

Still under review — not tonight’s hearings

The same August 18 applications list is the vintage for files that are still paper. They are not T.1, they are not T.2, and they are not an interchange adoption:

  • The Hills of Lecanto (IMP2026-00006) — 38 townhome units at 2225 N Pine Cone Ave., Lecanto. Under review by staff.
  • Post Oak Ranch (CPA/AA-PUD-2026-00005) — about 599 acres at 6750 W 7 Rivers Drive, Crystal River, proposing 1,900 single-family units, 300 multifamily units, and 100,000 square feet of general commercial. Sufficiency review by staff before public hearings can be scheduled.

Those counts are the county’s. Adding them to a Homosassa oil-change PUD, a dealership expansion, or a Crystal Ridge CDD contraction produces a stack of unlike papers. Southern Woods Phase V remains the Homosassa file where infrastructure may commence and the plat is still open — 74 lots on Woodfield Circle — and that file is not on tonight’s public-hearing list either. Black Diamond Town Center remains the CR-486 commercial subdivision the county already calls under construction. A board hearing on US-19 in Homosassa does not change that Lecanto status line.

What it does for a buyer, a seller, and an owner

For a buyer near Lecanto’s Suncoast / Norvell Bryant node, tonight’s posted agenda does not adopt the interchange map. Ask whether a listing’s story depends on CPA-2025-00008 / CPA-2026-00002 as if the ordinance were already effective. It is not, on the clerk agenda verified here. Price the house against current comps and against a written loan quote. Freddie Mac’s October 22 survey put the 30-year fixed at 7.32 percent and the 15-year at 6.68 percent. That average is not a lock on a Citrus address.

For a buyer or a commercial user on Homosassa’s US-19 corridor, T.1 and T.2 are the files to read. T.1 is about 2.3 acres of automobile service in the Coastal High Hazard Area at 9318 S. Suncoast Blvd. T.2 is about 9.2 acres of dealership expansion in the Coastal High Hazard Area at 1773 and 1785 S. Suncoast Blvd. Flood, insurance, and coastal construction standards stay on the parcel. A PUD ordinance, if adopted, is still not a certificate of occupancy.

For a seller on a street that feeds CR-486, lead with the procedural fact. The applications list and the September notice pointed at an October 26 adoption hearing. The October 19 board agenda does not list that item among tonight’s public hearings. A buyer who asks “did the interchange map pass tonight?” needs the agenda line, not a corridor rumor. The ACS 2020–2024 median owner-occupied value of $245,500 for Citrus County remains the countywide Census figure already published on companion briefings. It is not a Lecanto list price and not a Homosassa contract.

For an owner inside or near Crystal Ridge, H.1 is a CDD boundary contraction petition under Chapter 190, Florida Statutes. It replaces the district’s external boundary exhibit. It does not, by itself, record the residential plats that the August 18 list still shows as unfiled for Crystal Ridge Phases 1 and 2A. Keep the CDD hearing and the plat clock on separate sentences.

Practical next steps

Print the vintage when you talk to a lender, an appraiser, or a counterparty. Use the clerk’s labels: Board of County Commissioners regular meeting, October 26, 2026; agenda posted October 19, 2026, 5:34 p.m.; H.1 Crystal Ridge CDD at 1:10 p.m.; T.1 PUD-2025-00009 at 5:05 p.m.; T.2 PUD-2026-00010 at 5:10 p.m. Then add the older interchange labels only as separate papers: CPA-2025-00008 on the August 18 applications list; CPA-2026-00002 on the June 22 transmittal and the September 29 notice; adoption hearing language at 5:01 p.m. that is not reprinted on the October 19 agenda’s public-hearing section.

If you need the Homosassa site plan, the Jenkins Nissan survey, or the Crystal Ridge CDD petition exhibits, they are attachments on the CivicClerk event file for this meeting. If you need the transmitted interchange draft, use the June 22 packet and the preview briefing. National construction volume remains the separate September housing starts release. Federal housing-finance policy from the same week sits on the White House housing-costs order briefing. None of those national tapes draw tonight’s Citrus agenda lines.

The through-line

Tonight’s posted Citrus agenda is a Homosassa and Crystal Ridge file, not a CR-486 adoption file. Crystal Ridge’s CDD contraction is set for 1:10 p.m. The automobile-service PUD at 9318 S. Suncoast Blvd. is set for 5:05 p.m. The dealership-expansion PUD at 1773 and 1785 S. Suncoast Blvd. is set for 5:10 p.m. Both evening sites sit in the Coastal High Hazard Area on the staff memoranda. The CR-486 Interchange Management Area remains on the August 18 applications list and on the September 29 notice as an October 26, 5:01 p.m. adoption hearing, and it is absent from the October 19 CivicClerk agenda text. Hills of Lecanto’s 38 townhomes and Post Oak Ranch’s 599 acres stay in review. Town Center stays under construction. Crystal Ridge’s residential plats stay unfiled on that same applications vintage.
