The Fed Held at 3.75–4.00%. Two Voters Wanted Another Hike.

The FOMC voted 10–2 on October 28, 2026 to keep the federal funds target range at 3.75 to 4.00 percent. Lisa D. Cook and Beth M. Hammack preferred a quarter-point increase. Interest on reserve balances stays at 3.90 percent. The October 22 Freddie Mac survey still prints 7.32 percent on the 30-year.

Fed holds rates October 28 2026: 10–2 vote keeps federal funds at 3.75 to 4.00 percent; Freddie Mac 30-year 7.32 percent.

The Federal Open Market Committee voted on Wednesday, October 28, 2026. It was a hold. The vote was 10–2 to maintain the federal funds target range at 3-3/4 to 4 percent. Lisa D. Cook and Beth M. Hammack voted against the action. Both preferred to raise the target range by 1/4 percentage point at this meeting.

That is the same overnight range the Committee set on September 16 when the vote was 12–0 to hike. Wednesday’s statement still says inflation “remains elevated.” It does not print a new Summary of Economic Projections. The Board left interest on reserve balances at 3.90 percent, effective October 29. The primary credit rate stays at 4.0 percent.

The house rate is a separate clock. Freddie Mac’s survey for the week ending October 22 put the 30-year fixed at 7.32 percent and the 15-year at 6.68 percent. The 10-year Treasury closed 4.99 percent on October 27, the last H.15 print before the statement (FRED DGS10). A Wednesday hold does not invent a Nature Coast closed-sale median. It can change who still clears the payment on a house they already liked.

This is a national policy-and-rate briefing for Florida buyers, sellers, and owners. It sits next to the September hike, the October 22 Freddie survey, the September CPI, minutes, and existing-home sales tape, the October Beige Book Florida housing note, and the September new-home sales and August house-price briefing. For local process, keep the Florida markets page, the Florida home buying guide, and the Citrus, Hernando, Pasco, Hillsborough, and Pinellas overviews in the same reading list.

Fed holds rates October 28, 2026: 10–2 vote keeps federal funds at 3.75–4.00 percent; Freddie Mac 30-year 7.32 percent and 15-year 6.68 percent as of October 22. A Fed hold is not a mortgage-rate lock.

What the statement actually said

The October 28 statement, approved by a 10–2 vote and released at 2:00 p.m. Eastern, is short. In the Committee’s words: the target range for the federal funds rate stays at 3-3/4 to 4 percent, in support of the dual mandate. The Committee is continuing its policy of maintaining ample reserves in the banking system.

Economic activity is expanding at a strong pace. Uncertainty remains elevated “owing, in part, to geopolitical developments.” Domestic spending has been resilient. Productivity growth is strong. Capital investment is robust. Job gains have kept pace with the workforce. The unemployment rate has changed little.

Inflation remains elevated. “The accumulation of more information will help the Committee determine the policy stance appropriate to ensure a timely return of inflation to the Committee’s 2 percent goal.” The last line did not change: “The Committee will deliver price stability.”

That is a hold with an open data window, not a cut and not a second hike. The statement names the two dissenters. Cook and Hammack preferred a quarter-point increase at this meeting. September’s hike had been unanimous. This meeting was not.

Implementation note, effective October 29

The Board of Governors voted unanimously to maintain the interest rate paid on reserve balances at 3.90 percent, effective October 29, 2026. Related operating rates stay where the September implementation note left them:

  • Standing overnight repurchase agreements: 4.0 percent.
  • Standing overnight reverse repurchase agreements: 3.75 percent offering rate, $160 billion per counterparty per day.
  • Primary credit rate: 4.0 percent.

The Desk is directed to keep the funds rate in the 3.75–4.00 percent range, to maintain an ample level of reserves — buying Treasury bills and, if needed, other Treasuries with remaining maturities of 3 years or less when appropriate — and to roll over Treasury principal at auction while reinvesting agency principal into bills. That is reserve maintenance. It is not a mortgage quote.

No new SEP at this meeting

October 27–28 is not a projection meeting. The Federal Reserve calendar marks March, June, September, and December with a Summary of Economic Projections. The last SEP is still the September 16 table: median year-end funds rate 4.1 percent in 2026 and 2027, median 2026 PCE 3.7 percent, median unemployment 4.1 percent. Wednesday’s statement does not rewrite those dots. The next SEP meeting on the calendar is December 8–9.

Do not invent a new funds path from a hold. The useful object for a Florida purchase this week is still a written lock quote dated after the October 22 survey, not a guessed December median.

Empty dais, no nameplates. Representational policy room, not the colonnade cover and not a specific building.

How the hold sits next to the 7.32 percent survey and the 10-year

Mortgage rates do not wait for the statement. They wait for Treasuries, then for lender overlays. FRED DGS10 daily closes into the meeting:

  • October 21: 5.13 percent
  • October 22: 4.96 percent
  • October 23: 5.00 percent
  • October 26: 5.00 percent
  • October 27: 4.99 percent

That is the last official H.15 observation posted before the 2:00 p.m. statement. The October 28 close posts on the next H.15 cycle. Treat 4.99 percent as the pre-statement print, not a same-day lock.

Freddie Mac’s Primary Mortgage Market Survey for the week ending October 22 — the last weekly average before this meeting — put the 30-year at 7.32 percent and the 15-year at 6.68 percent. On $300,000 of principal, that is about $2,060.79 a month on the 30-year and $2,643.10 on the 15-year, before taxes, insurance, and dues. Year-ago rates on that survey were 6.19 percent and 5.44 percent. The October 29 survey, if it posts at noon Eastern, is a separate file from this statement.

The funds range and the house coupon can share a week and still describe different markets. Wednesday kept the overnight range at 3.75–4.00 percent. The coupon a Nature Coast buyer locks is the written quote on the house being offered.

Florida angle: what changed for buyers and sellers

For a buyer in Hernando, Citrus, Pasco, Hillsborough, or Pinellas, the overnight policy rate did not move. The payment math still starts with a current lock. Use the mortgage page for a written quote dated after October 22. A September pre-approval is a credit story from before both the September hike and the move from 7.40 percent on October 8 and October 15 through 7.32 percent on October 22. An ARM is a product with a reset, not a Fed-aftermath shortcut.

For a seller, a 10–2 hold is not a reason to cut the list on Thursday morning. Price against current comps and current lock quotes. The pricing strategy guide is the local process. When a lender orders a value, that file is an appraisal, not this statement. The October Beige Book already said Sixth District home sales improved moderately and that more homes sold below the asking price, especially in Florida. That was contact tape collected on or before October 5. It is not a county median and not a reprice order from Wednesday’s vote.

For an owner watching refinance math, the White House housing-costs order briefed on October 24 is a separate implementation file — mortgage-insurance and title pilots at FHFA, not a funds-rate cut. A hold at 3.75–4.00 percent does not cancel that order and does not rewrite a HO-3.

Insurance and flood stay on their own line. Keep the Pasco flood and insurance guide and the Hernando flood guide next to the rate conversation when the house is in a mapped zone.

Local streets still need their own files: Wesley Chapel, Lecanto, Clearwater, Pristine Place in Spring Hill. Citrus people-and-schools context stays on Citrus Added People. The School Count Did Not.. Statewide purchase and sale work stays on residential.

How the hold sits next to sales, prices, and shelter

Three morning housing releases from October 27 are already briefed: September new-home sales at 676,000, FHFA August purchase-only house prices up 2.4 percent year over year, and Case-Shiller with Miami up 4.2 percent and Tampa down 0.4 percent. NAR’s September existing-home sales ran at 3.99 million. September CPI rose 0.6 percent on the month and 3.7 percent over the year, with shelter up 0.4 percent and 3.2 percent year over year. Those prints are why the statement can still say inflation remains elevated while the Committee holds.

Florida’s September jobless rate was 4.4 percent on the Commerce/BLS tape already on this site. Citrus was 6.3 percent not seasonally adjusted. A county unemployment rate is not a mortgage coupon. It is labor-force context next to the same payment conversation.

What it does to commercial real estate

Directly: term debt still prices off Treasuries and credit spreads, not the overnight midpoint alone. A 3.75–4.00 percent funds range with a 4.99 percent 10-year into the meeting is still refinance math on a 2021 office or garden-style loan. Wednesday’s hold does not create a Tampa cap rate.

Indirectly: the same elevated-inflation sentence that kept two voters on a hike preference. Keep corridor work in the Pasco commercial overview, the Hillsborough commercial overview, and the Citrus commercial overview. The July SLOOS briefing remains the bank-credit tape. Commercial buying is the service layer for a specific building.

The through-line

The Committee held the funds range at 3.75–4.00 percent on a 10–2 vote. Cook and Hammack preferred another quarter point. Interest on reserve balances stays at 3.90 percent. There is no new SEP. The last weekly mortgage survey before the meeting is 7.32 percent on the 30-year. The 10-year closed 4.99 percent on October 27. The useful question in Hernando, Citrus, Pasco, Hillsborough, or Pinellas is not “Did the Fed cut?” It is “What payment does this house or this building clear on a quote I can hold?”

Bridge Point’s residential buying, home selling, and mortgage pages are the service layer when you want that asked against a specific property.

Questions people ask first

Quick answers to common questions about this topic.

What did the Fed do on October 28, 2026?+

The FOMC voted 10–2 to maintain the federal funds target range at 3.75% to 4.00%. The Board left interest on reserve balances at 3.90%, effective October 29, and left the primary credit rate at 4.0%.

Who dissented from the October hold?+

Lisa D. Cook and Beth M. Hammack voted against the monetary policy action. Both preferred to raise the target range for the federal funds rate by 1/4 percentage point at the October 27–28 meeting.

Is this a cut or another hike?+

Neither. It is a hold at the same 3.75–4.00% range the Committee set with the September 16 hike. The statement says inflation remains elevated and that more information will help set the next policy stance.

Was there a new Summary of Economic Projections?+

No. October is not a projection meeting. The last SEP is the September 16 table. The next SEP meeting on the Federal Reserve calendar is December 8–9, 2026.

What mortgage rate applies after this decision?+

The funds rate is not your mortgage rate. Freddie Mac’s October 22 survey put the 30-year fixed at 7.32% and the 15-year at 6.68%. Get a written lock quote dated after October 22. The October 29 weekly survey is a separate release.

What was the 10-year Treasury into the meeting?+

The 10-year constant-maturity yield closed at 4.99% on October 27, 2026, per FRED DGS10 from the Board’s H.15. That is the last official daily print before the 2:00 p.m. statement.

Does the hold change Florida sale prices?+

No. It can change who qualifies this week. It does not set a Tampa Bay median or an insurance premium. Price the house to current comps and a current lock quote.

When are the October FOMC minutes and the next meeting?+

Minutes of the October 27–28 meeting are scheduled for November 18, 2026, at 2:00 p.m. Eastern. The next FOMC meeting with a Summary of Economic Projections is December 8–9, 2026.
