Pasco’s October 6 Agenda Put 2,800 Homes at Palmetto Ridge on a Continuance.

On October 6, 2026, the Pasco County Board of County Commissioners met in Dade City. Staff asked to continue Palmetto Ridge, a plan for 2,800 homes on about 3,536 acres north of State Road 52, and recommended approval of a commercial map change on 3.33 acres at Wesley Chapel Boulevard and Loury Drive. Pasco County’s Board of County Commissioners met at 10:00 a.m. on October 6, 2026, in Dade City, and the 1:30 p.m. hearings included a staff request to continue Palmetto Ridge, a master-planned project of 2,800 homes on about 3,536 acres north of State Road 52. The same agenda recommended approval of a future-land-use change on 3.33 acres at the southwest corner of Wesley Chapel Boulevard and Loury Drive, from residential at 3 units an acre to commercial. A second cluster, at Gall Boulevard and Chancey Road, asked for 300 apartments and 30,000 square feet of commercial space and was also marked for continuance. The county posted the agenda on October 5. The annotated minutes were not in the published meeting file when this note was written, so the lines below are the agenda and its recommendations, not a vote tally.

Where the board sat

The meeting was in the board room on the second floor of the Historic Pasco County Courthouse, 37918 Meridian Avenue, Dade City, Florida 33525. The agenda splits the day. Public comment, resolutions, consent, and regular items begin at 10:00 a.m. The board recesses at noon. Public hearings, including rezonings and comprehensive-plan amendments, begin at 1:30 p.m. Comment on an agenda item is limited to three minutes. The county’s event record shows the meeting went live at 10:01 a.m. and the recording ended at 3:18 p.m.

The agenda names Chairman Jack Mariano, District 5; Vice Chairman Seth Weightman, District 2; Second Vice Chairman Lisa Yeager, District 4; Ronald E. Oakley, District 1; and Kathryn Starkey, District 3. Clerk and Comptroller Nikki Alvarez-Sowles, Esq., County Administrator Mike Carballa, P.E., and County Attorney David A. Goldstein, Esq., are the officers on the cover. The next board meeting on the county calendar is Tuesday, October 20, 2026, at 10:00 a.m., at the West Pasco Government Center, 8731 Citizens Drive.

A continuance on this agenda is a staff recommendation, or an applicant request, printed before the hearing. It is not, by itself, proof of how the board voted. Where the recommendation line says “Approve” or “Approval with Conditions,” that is the staff line on the October 5 agenda. The clerk’s annotated minutes are the document that will record the motion.

Palmetto Ridge: 2,800 homes, continued on the face of the agenda

Item P43 is a substantial modification of the Palmetto Ridge master planned unit development. The applicants on the agenda are Palmetto Ridge Cattle Company LLC and EPG Palmetto Ridge Holding LLC. The request would amend an existing MPUD to allow 2,800 residential dwelling units and commercial uses the agenda prints as 100,0000 square feet, plus associated infrastructure, on approximately 3,536 acres. The location is north central Pasco, on the north side of State Road 52, about half a mile east of the intersection of State Road 52 and Ehren Cutoff. The file is PDE26-7877, in Commission District 1. The recommendation line is “Continuance Requested.”

Dividing 2,800 units by 3,536 acres is about 0.79 units an acre. That division is arithmetic on the two figures the agenda prints. The agenda does not print a separate units-per-acre cap. The commercial figure is quoted as the agenda types it, including the digit string 100,0000. Companion item P37 is a comprehensive-plan text amendment to subarea policy FLU 7.1.34 for Palmetto Ridge, file PDE27-0003, also in District 1, and also marked “Continuance Requested.”

Two thousand eight hundred homes on that acreage would be a new town’s worth of rooftops if the modification is later approved and then built. The October 6 agenda did not ask the board to treat it as approved. It asked, on the staff line, to continue it. A buyer looking along State Road 52 east of Ehren Cutoff can use the file number and the continuance line. A seller on an existing street in that corridor prices the house that is there. The acreage figure is the petition, not a plat, and not a building permit.

Gall Boulevard and Chancey Road

Three southeast Pasco items share the Gall Boulevard and Chancey Road corner, which the agenda also calls U.S. Highway 301. All three are in Commission District 1.

P38 would change the future-land-use map from RES-9, residential at 9 units a gross acre, to RES-24, residential at 24 units a gross acre, on approximately 15.267 acres of an 18.634-acre parcel, key 23-26-21-0020-07100-0020, at the southeast corner of that intersection. File PDE27-0042. The recommendation is “Continuance Requested.” Fifteen and a quarter acres at 24 units a gross acre is about 366 units if the whole amended piece were built at the category ceiling. That product is a ceiling on the category name. It is not the site plan.

P42 is the zoning companion, the Gagne MPUD, file PDE27-7832. It asks to amend a master planned unit development to allow 300 multifamily apartment units and 30,000 square feet of commercial uses on approximately 18.63 acres at the same southeast corner. The recommendation is also “Continuance Requested.” Three hundred apartments on 18.63 acres is about 16.1 units an acre, again arithmetic on the agenda’s two figures, and below the 24-unit category the map amendment would open on the 15.267-acre portion. The map piece and the zoning piece are not the same acreage. The agenda prints both.

P48 is the item on that corridor that staff marked for a decision rather than a continuance. Chanzep LLC asks to rezone approximately 20.42 acres from agricultural-residential to an MPUD for 96 platted townhome units. The land is south of Chancey Road, about 777 feet east of the Chancey Road and Gall Boulevard intersection. File PDE27-7866. The recommendation is “Approval with Conditions.” Ninety-six townhomes on 20.42 acres is about 4.7 units an acre on the same kind of arithmetic. A townhome plat is still a later document. The agenda is the rezoning petition.

What staff recommended for approval

P40 is the Wesley Chapel map change. It would amend future-land-use maps 2-15 and sheet 22 from RES-3, residential at 3 units a gross acre, to commercial, on approximately 3.33 acres at the southwest corner of Wesley Chapel Boulevard and Loury Drive. File PDE27-0012, Commission District 2. The recommendation is “Approve.” Three and a third acres at 3 units a gross acre is a category ceiling of about 10 houses. The request replaces that residential label with commercial. It does not print a store size or a tenant.

P39 would change approximately 5.01 acres from agricultural to agricultural/rural on the north side of Bent Fork Road, about 1,800 feet east of Bellamy Brothers Boulevard. File PDE27-0004, District 1. Recommendation: Approve.

P45 would change approximately 2.05 acres from C-2 general commercial to R-1MH single-family and mobile home, at the southwest corner of Holt Road and Chambers Drive, about 708 feet south of Pure Water Way, in southeast Pasco. File PDE27-7939, District 1. Recommendation: Approve.

P47 would change approximately 10.75 acres from A-C agricultural to AR-5 agricultural-residential, on the west side of Old Trilby Road, about 1,010 feet north of Trilby Trail, in northeast Pasco. File PDE27-7938, District 1. Recommendation: Approve. An AR-5 label is a zoning district. It is not a five-acre lot that has been surveyed for sale.

P44 is a conditional use for a 155-foot above-ground close-mount monopole wireless facility in an AR-5 district, on the north side of Handcart Road, about 634 feet from Fairview Heights Road, in central Pasco. The applicants on the agenda are the District School Board of Pasco County, Vertex Development, and Verizon Wireless. File PDE27-CU02, District 1. Recommendation: Approval with Conditions.

P46 is a development agreement for a unified sign plan at Mitchell Business Park, approximately 92.65 acres, a quarter mile west of State Road 54 and Duck Slough Boulevard, in southwest Pasco. The parties are Mitchell Business Park 1, LLC, and Mitchell Business Park 2, LLC. File PDE27-0868, District 3. Recommendation: Approve. A sign plan is not a lease and not a building permit. The commercial file for this county is the Pasco commercial overview.

P41, a private residential helicopter pad on approximately 16.79 acres on the east side of Bower Road in northeast Pasco, is marked “Continuance Requested” on the commission agenda. The same file, PDE27-CU05, appears the next afternoon on the Planning Commission agenda with a recommendation of approval with conditions. Those are two agendas and two recommendations. The Planning Commission agenda says that body has final authority on special exceptions, and that an appeal to the county commission is limited to the record of that hearing.

The regular agenda: land, schools, and a $2.65 million purchase

Consent item C29 is an agreement to buy property from Outlaw Ridge, LLC, through the Environmental Lands Acquisition and Management Program, for $2,650,000. File PRN27-0003, Commission District 2. The recommendation is Approve. The agenda face does not print the acreage. The price is the contract amount in front of the board. It is not a per-acre comp for a house lot.

Regular item R35 asks the board to modify the level of service and the school concurrency service areas used for school concurrency. File CA26-5032. The recommendation is Approve, and the agenda says no funding is required. The backup title does not print the new level-of-service number or the new service-area map. A school seat for a future subdivision is the concurrency finding on that project. This item is the countywide rule the finding would use, once the board acts and the minutes record it.

Consent item C24 is a budget amendment for Phase 1 Better Future planning projects funded by Community Development Block Grant Disaster Recovery money, $7,404,010.20. File ODRR27-0002. That is a federal disaster-recovery planning appropriation. It is not a subdivision budget. Consent item C10 would accept a deed and cancel taxes for Project @ VOPH, LLC, on Wirt Road, in the Villages of Pasadena Hills area, District 1, file FAC27-0005. Consent item C15 would shortlist engineering firms for the Elfers septic-to-sewer conversion, solicitation RSQ-BW-26-082, District 3, not to exceed the budgeted amount plus 20 percent. Consent item C7 is the proposed 2027 public-hearing calendar for rezonings, special exceptions, conditional uses, variances, and non-ad valorem assessments, file CA26-5045.

The noted items are the construction clock that does not look like a rezoning. They are performance-bond releases, maintenance-bond acceptances, and right-of-way bonds the clerk was asked to receive and file. A release of a performance bond and acceptance of a maintenance bond means the county’s file has moved that piece of infrastructure from “build it” to “keep it,” for the work the bond names. It is not a certificate of occupancy for a house.

The names on that list include Altis Suncoast, in District 2, bond 800155414, file PDE26-0649. Emerald Fields, District 5, releases performance bond 0814829 and accepts maintenance bond 800171240. Volanti, Mattamy Tampa/Sarasota, LLC, District 2, releases a roadway bond and a landscaping bond. Cypress Preserve Phases 3A and 4A, District 4, releases maintenance bond 107587410. Del Webb River Reserve, Pulte, District 5, has a right-of-way bond moving from performance number 0259691 to maintenance number 800207516, and a separate release for Phases 1A and 1B. Wyndfields South Phases 2B and 2C, Forestar, District 2. Abbey Crossing Phases 1 and 2, Lennar, District 1, right-of-way bond 024289272. Zephyr Ridge Phase 2, Forestar, District 1. Highland Trails Phase 2, District 1, includes a turn lane, a watermain, and a sewer force main along Morningside Drive. High Ridge Center, District 4, is a right-turn lane on Ridge Road. Imagine Charter School, District 4, is a right-turn lane on Sunlake Boulevard into the school’s southern entrance. Hilltop Point, M/I Homes, District 1.

The Planning Commission the next afternoon

On Thursday, October 8, 2026, at 1:30 p.m., the Planning Commission met in the same Dade City board room. Its agenda, posted October 2, is four pages. The Old Pasco Road development agreement with Meritage Homes of Florida, LLC, file PDE27-0036, District 1, is a continuance. The agreement would have the Old Pasco Road master planned unit development design, permit, and construct roadway improvements in exchange for cash reimbursement. The agenda does not print the reimbursement amount.

The consent hearings that afternoon were a 1,684-square-foot accessory dwelling on approximately 5.09 acres on the north side of Trust Lane, about 670 feet west of Lowrie Lane, in an agricultural-residential district, file PDE27-7954, recommendation approval with conditions; the Bower Road helicopter pad already described; and a vehicle storage and impound yard of approximately 0.87 acres for an existing towing service in a C-2 district, east of 14th Street and about 1,050 feet southeast of Long Avenue, file PDE27-CU07, recommendation approval with conditions. At 1:45 p.m. the same commission opened a workshop on the Pasco 2050 comprehensive plan, file PDE27-0087, limited on the agenda to a presentation of the Pasco GROWS goals, objectives, and policies. The recommendation line is “Presentation Only.”

The Planning Commission’s cover says special exceptions are that body’s decision, and that other decisions are recommendations to the county commission. The October 8 agenda is the list. It is not an annotated minute.

What a buyer, a seller, or an owner can use

A buyer north of State Road 52 near Ehren Cutoff can treat Palmetto Ridge as an open file: 2,800 homes and about 3,536 acres, with staff asking the October 6 board to continue both the zoning modification and the comprehensive-plan text change. A buyer at Gall Boulevard and Chancey Road has two continued items, the 300-apartment and 30,000-square-foot commercial request and the RES-9 to RES-24 map change, and one townhome request for 96 units that staff marked for approval with conditions. A buyer near Wesley Chapel Boulevard and Loury Drive has a 3.33-acre commercial map change that staff marked for approval. None of those lines is a finished lot or a sale price.

A seller in an existing subdivision prices that street. A bond release for Cypress Preserve, Del Webb River Reserve, Volanti, or Abbey Crossing tells you the county’s infrastructure file moved. It does not set the price of the house next door. The Pasco overview is the county frame. Selling sits on residential sales.

An owner who keeps land in agricultural zoning along Old Trilby Road, Bent Fork Road, or Holt Road can read the small map and zoning items as the scale of change staff was ready to recommend: 10.75 acres, 5.01 acres, and 2.05 acres. Palmetto Ridge is the other scale. The $2,650,000 Outlaw Ridge contract is a county environmental purchase in District 2, not a neighbor’s listing.

Pasco sits in the Tampa-St. Petersburg-Clearwater metropolitan area. The August 2026 unemployment rate for that metro was 4.7 percent, not seasonally adjusted, in the metro unemployment note. That rate counts residents of the four-county metro. It does not count houses at Palmetto Ridge. The mortgage range after the September 16 decision is 3.75 to 4.00 percent, in the rate-hike note.
